The exact figure has been debated, and I wouldn't treat it as a law of nature. But the diagnosis behind it is hard to argue with: the report described a "learning gap." The problem usually isn't the technology. It's that the tools never become part of how the work actually gets done.
Why pilots stall
- The tool came first. Someone tried a tool, then went looking for a use for it.
- No one mapped the workflow. If you don't know the steps your team takes today, you can't tell where AI helps and where it doesn't.
- No owner. Experiments belong to whoever was curious. Systems belong to someone accountable.
- No training. A tool only one person knows how to use is a hobby, not a process.
- No measurement. Without a baseline, "it seems faster" is as good as the evidence gets.
What integration looks like
Integration is less exciting than a pilot and far more useful. It usually looks like this:
- Map what your team does today, step by step.
- Identify where AI genuinely helps, and where it doesn't. Sometimes the answer is "leave it alone."
- Connect the right tools to the systems you already use, rather than replacing them.
- Document the process so it survives staff changes.
- Train the people who will run it, and measure against the baseline you started with.
A question to ask your team this week
Pick one AI tool your team uses and ask: "If the person who set this up left tomorrow, would it keep working?" If the answer is no, you have an experiment, not a system.
